Starting a new language means learning new words. Of course, many people cite a bad memory for learning new vocal, so they quit before even getting started. But–here’s the key–you absolutely do not need to know all the words of a language to speak it (and in fact, you don’t know all the words of your mother tongue either). As Tim pointed out in his own post on learning any language in 3 months, you can take advantage of the Pareto principle here, and realize that 20% of the effort you spend on acquiring new vocab could ultimately give you 80% comprehension in a language—for instance, in English just 300 words make up 65% of all written material. We use those words a lot, and that’s the case in every other language as well.

There is really only one answer to this question - the best way to learn a language is to practise it. You need to speak, read, listen to and write the language as often as you possibly can. That said, there are many different strategies you can use that may suit different people. For instance, some people like learning new words by heart while others find it easier just to start a conversation or writing something and then try and communicate any way they can. Some people learn more easily by reading or through images and others are better with listening practise. You can try different types of exercise to see which suits you.
But whatever your preferred style, if you really want to learn you should find a fluent speaker - face to face, a Skype teacher or even just someone to chat to online - and start trying to speak with them as soon as you've learned a few sentences.
