Google+ is an evolving social network site and is considered an excellent alternative to other social networking sites such as FaceBook, Twitter, LinkedIn, Instagram, pintrest, Reddit, etc.

As with all of these sites, it is not possible to be 'the best' absolutely, but each serves a purpose in the social networking world.

Facebook for instance is not considered a good place to advertise professional services or for use in sales and marketing (despite what they claim), it is a personal networking site, now preferred by a slightly older age bracket - that is moms and dads!

LinkedIn on the other hand is very much about professional services, particularly in the jobs market.

Google usually have a pretty good stab at anything they do, but Google+ doesn't seem to have found its niche yet. Some people love the smooth experience of using it on the iPad, and will rate it number one for this alone. Others can't quite see how it fits into their online profile.

Loyalty plays a big part in how people rate sites, which makes it impossible to judge which is categorically the 'best' social networking site.

For the moment let's just say if it works for you then go for it!
